Dr. Edwin Ferrer - a mobile teacher for 8 years under the Bureau of Alternative Learning Systems (BALS). He is one of the 1,381 mobile teachers all over the country. They teach in areas with high illiteracy rate and a huge population of out-of-school youth. Out of 38 nominees, Ferrer received the Presidential Award on Volunteerism in recognition of his outstanding efforts in helping the vulnerable sectors of the society like the inmates and their families through continued education and rehabilitation. He also encouraged social integration by promoting the functional literacy of adults and senior citizens. The Presidential Proclamation No. 55 mandates the celebration of the National Volunteer Month every December and thru the subsequent ratification of Republic Act 9418, or the Volunteer Act of 2007, volunteerism is set up as one of the strategies for national development. The Philippines is in dire need of great citizens like Dr. Ferrer. He showed the country and the world that you don't have to have a high profile job to be in a position to effect change.
